While the English version of the hotel’s website does not mention it, there is one accessible room available at Hotel Kintetsu Kyoto Station (check on Japanese site). The 21㎡ twin room is simple but features subtle nods to the refinement of Kyoto.
The washroom has been designed to allow for enough room for a wheelchair to turn around. There is no roll-in shower, but a shower chair can be placed on the tiles next to the tub.
